New Ground for the Austrian Rechtspfleger
On the occasion of the Congress of the Austrian Rechtspfleger and leading officials of justice the President of the European union of Rechtspfleger (E.U.R.), Thomas Kappl, was talking about a new ground for the Austrian Rechtspfleger with Mrs. Dr. Maria Berger, Federal Minister for Justice, on 24 September 2008 in Vienna together with Amtsdirektor Regierungsrat Gerhard Scheucher, Vice-President of the E.U.R. for Austria.
About this it became clear that the area of responsibility of Rechtspfleger in Austria has to be extended, in particular within the sector of the criminal law. Mrs. Federal Minister Dr. Berger emphasized the important role of the Rechtspfleger in Austria and she was bound to
say, that the fact using the career profile of the Rechtspfleger leads to a justice which is efficient and close to the citizens.
The education of the Austrian Rechtspfleger has to be newly organized. The Austrian association for Rechtspfleger, the Federal Association for Justice in the trade union for public services, demands a study of law at the university of three years, to which specialist trainings will follow. This coincides with the goals of the E.U.R., which suggests in its green paper a study of law of three years including the state examinations and a training of one year at the courts.
Gerhard Scheucher stressed in his welcoming address in the presence of more than 500 participants in the hall of the Palace of Justice in Vienna that the future training for Rechtspfleger has to correspond to the Bologna process. Scheucher is a member of the “green paper“- commission of the E.U.R.
The President of the E.U.R. was bound to say in his welcoming address that the Austrian Rechtspfleger will make European history, because he will act as a model for the European Rechtspfleger. The Federal Minister for Justice can be proud on the fact that the
Rechtspfleger settle approximately 85% of all cases at the Austrian courts.
„We do need the European Rechtspfleger for a unified area of law in the European Union to get a justice which is efficient and close to the citizens. During the present council presidency of France the French Minister of Justice, Madame Rachida Dati, expressed in her welcoming address on the occasion of the general assembly of the E.U.R. at Munich the fact that the Rechtspfleger has got his place in the middle of the area of the freedom, security and justice and he is an important wheel in the machinery of justice in Europe.“ as Kappl said.
The Federal Minister for Justice, Mrs. Dr. Berger, welcomed the new ground of the Austrian Rechtspfleger and assured her support for reaching the goals of the E.U.R.
