The European „Rechtspfleger“ - Topic at the International University of Santander
Caused by the current reform of the Spanish justice the Spanish association Colegio Nacional de Secretarios Judiciales invited to the International University Menéndez Pelayo in Santander. National representatives of justice and also guests out of international areas got the chance to contribute their ideas at a kind of „round table“ trying to deal with managing the change of justice.
The International University Menéndez Pelayo offers courses in the area of science and culture for students from all over the world.
Representatives of the Spanish justice discussed about the national vision of managing the change and the common efforts for implementing this change i.e. to reform the Spanish system of justice. A very significant part of this process is the insert of the Secretario Judicial at the Spanish courts.
Antonio Dorado Picón, member of the highest Spanish Judical Council, Thomas Kappl, President of the European Union of Rechtspfleger (E.U.R.), John Stacey, Vize-President of the CEPEJ of the Council of Europe and also the President of the Supreme Court of Costa Rica took part in this debate.
Antonio Dorado Picón demanded a solid, strong and independent justice as the basis for a democratic country. The possibilities of managing the justice which are offered by the court administration have to be planed effectively and efficiently.
The justice needs transparency, fairness, quality, productivity and responsibility. The Secretario judicial is an indispensable pillar of justice.
John Stacey impressed the participant of the meeting with some statistics of the numbers and the duration of legal proceedings in the European countries. It became clearly that both the number as well as the duration of legal procedures could be reduced by a good organization of judicial systems. The President of the E.U.R. Thomas Kappl suggested incepting the European Rechtspfleger according to the Green Book of the European Union of Rechtspfleger as the most fitting instrument. The justice has to become contemporary. The justice has to manage the flood of initiating legal proceedings caused by the worldwide economic and financial crises.
The justice has to work efficiently and puplic-friendly. The European Union of Rechtspfleger deemed it necessary to create the profession of the European Rechtspfleger which is an important and factually independed part of a good structured justice in all European countries. Thomas Kappl represented the European Rechtspfleger as the vision of managing the judicial change.
On the edge of the meeting the President of the E.U.R. gave the Green Book about the European Rechtspfleger to the President of the Supreme Court of Costa Rica. Luis Paulino Mora Mora reported extendedly about the aspirations to reform justice also in Costa Rica.
More than hundred Secretarios Judicales took part in this meeting.
