E.U.R. at the Ilustre Colegio Nacional de Secretarios Judiciales in Palma de Mallorca

The annual congress of the Spanish members association of the European Union of Rechtspfleger (E.U.R.), Ilustre Colegio Nacional des Secretarios Judiciales, took place from 2. to 4. of June in 2010 in Palma de Mallorca. Theme of the congress was the discussion about the changes within the Spanish as well as about the modern alternatives for conflict solutions, as arbitration and mediation.

The E.U.R. was represented by the General Secretary Heidi Hell. In the greetings she brought the wishes of the Board of Directors. She shared her joy about the positive acceptance of the Spanish Ministry of Justice concerning the Greenpaper about the European Rechtspfleger, which was overhanded by the Spanish member association.

By pointing to the worldwide financial crises the General Secretary stressed that: „The Justice of the European states has to think about how to managed the increasing workload in order for payment, in judical execution, foreclosure and bankruptcy proceedings in the Land Register and Commercial Register.

Because of the rising number of legal proceedings there is a risk of undue delays of the proceedings, the emergence of justice deficits and ultimately the loss of confidence of the population. All member countries of the European Union have to make to solve the economic crisis make their contribution.

Heidi Hell pointed to the Green Paper on a European Rechtspfleger and said: "The judicial systems in Europe could be enhanced with a new job that is in a position to decide independently in order to relieve the judge. The creation of a European Rechtspfleger as an independent organ of the judical system is an appropriate approach. It must therefore be intensified debate whether the creation of a European strategic Rechtspfleger could significantly contribute to build up and to guarantee a well-functioning judicial system.

Finally, she thanked for their cooperation with the Spanish, the Spanish member association, and invited colleagues to participate in the Congress of the EUR in Cuneo / Italy.
