"European Rechtspfleger" as a topic for the European Parliament

The European Union of Rechtspfleger (E.U.R.) continued its series of meetings with Members of the European Parliament on 8 July 2011. The topic of the "European Rechtspfleger" must not only be discussed with the politicians of the European Mini-stries of Justice, but also with the European parliamentarians.

Since spring in 2010 the permanent representative of the E.U.R. at the Council of Europe Jean-Jacques Kuster met several Members of the European Parliament (MEPs) and started the debate in this area.

On 8 July 2011 together with the President of the European Union of Rechtspfleger Thomas Kappl Jean-Jacques Kuster handed over the Green Paper for a European Rechtspfleger to the Vice President and member of the European Parliament Rainer Wieland in Strasbourg.
Mr. Wieland showed great interest in the efforts of the EUR. Kappl stressed the need to adopt the European Rechtspfleger regarding the increase in the number of court cases in the areas of enforcement procedures, judicial sale, bankruptcy, national and European orders for payment procedures, the land register and commercial register due to global economic and financial crisis. The judges must be discharged. The European Rechtspfleger will become the second pillar of the third power. The President of E.U.R. asked Mr. Wieland to consider the possibility that the European Parliament will remit a recommendation to the European states to introduce the European Rechtspfleger.

Mr. Wieland noted that the European Parliament does not have the right of initiative. Suggestions for legislative procedures have to be done by the European Commission. He recommended using parliamentary evenings in Brussels to highlight the need of the introduction of the European Rechtspfleger. He also proposed that the E.U.R. should organize a summer university. The E.U.R. will take onto account these recommendations.
