The Working Group on the Quality of Justice of the European Commission for the Efficiency of Justice (CEPEJ) met on 19 and 20 October 2017 at the Council of Europe in Strasbourg. Jean-Jacques KUSTER represented the E.U.R.
The French organization UNSa-SJ met in congress from 18 to 21 September 2017 in La-Grande-Motte, in the presence of the SecretaryGeneral of the Ministry of Justice Mr. Stéphane Verclytte and the Secretary General of UNSa Justice M Luc Farré.
Michel CRAMET attended the meeting of the SATURN working group of the CEPEJ on 2 and 3 March 2017.
Several issues were discussed in relation to the updating of the SATURN guidelines on the management of judicial time. The management tools developed by the CEPEJ are now implemented with the support of experts from the various working groups, including those of SATURN. They are intended to encourage the courts to analyse their time-limits on procedures to improve them and thus to respond to the case-law of the European Court of Human Rights concerning the criterion of reasonable time. On 20 October, EUR Secretary General Franck le Guern met in Brest with the Chairman of the French Senate’s Law Committee Mr Philippe Bas and with Senator Jacques Bigot of the Lower-Rhine, members of the Senate Information Committee on the Recovery of Justice.
This Committee, created on 22 July 2016, aims to “establish a definite diagnosis of the state of justice in France and drawing, from this diagnosis, the way towards the recovery of this essential institution of the rule of law”. It is particularly concerned with questions on “how to refocus the judge on his/her first mission, which is to judge” and on “how to reduce backlog in criminal courts”, two areas of utmost interest to the EUR.
Franck le Guern presented the EUR and the White Paper for a Greffier / Rechtspfleger for Europe to the Senators so that they can build on its recommendations as part of their work.
The Working Group on the evaluation of judicial systems met in Strasbourg on 18 and 19 October to discuss the impact of the last report published on 6 October 2016 (see below). The group also launched the next 2016-2018-evaluation cycle by examining the questionnaire for Member States, which is used to prepare the report. The EUR made its observations on the issues relating to Greffiers / Rechtspfleger.
