Vivien Whyte participated to the Congress of Portuguese Member Organisation Sindicato dos Funcionários Judiciais (SFJ) on 4 and 5 April 2019 with the Secretary of State for Justice, the Mayor of the City and of representatives from the President and Prosecutor General of the Supreme Court. Many court officials attended the event, as well as several other professional organisations.
In his speech during the opening ceremony, the President of the EUR talked about the social movement carried on by Portuguese colleagues for several months to demand a better statute, decent retirement, better careers and promotions. He renewed the support from European court clerks and Rechtspfleger in this just and necessary fight. He stressed that court clerks, keepers of the form, are also keepers of liberty and that political decision makers had to recognize their essential role in the functioning of judicial systems.

On November 17, Vivien Whyte, Fernando Jorge and Antonio Marcal met with Ms. Anabela Pedroso, Secretary of State for Justice. Vivien Whyte officially presented the White Paper for a Rechtspfleger / Greffier for Europe to Ms. Pedroso who was very knowledgeable about the issue and is closely following the work of the EUR. Vivien Whyte presented the advantages of seeking a convergence of national professions based on the principles and the list of tasks presented in the White Paper. The role of the Rechtspfleger / Greffier for Europe in European judicial cooperation procedures was one of the points of focus in the discussion. The project “Training Court Staff and Bailiffs in European Law”, co-financed by the European Commission, started in September 2015 and was implemented by a consortium (France, Spain, Belgium, Portugal, Luxembourg).
The objectives of the project are to improve the training of court officials and judicial officers in European Union (EU) law and civil, criminal and commercial cross-border procedures, to develop techniques for resolving cross-border problems and to strengthen collaboration between the respective training institutes.
